Time to End the U.S. Debt Accelerator Baseline Budgeting – Terry Paulson


The U.S. budget has operated under a “baseline budget” system, or, more accurately, a “current services baseline” since 1974. The gist of the baseline budget is this: regardless of whether or not Congress passes a budget in the current year, the currently baselined, or existing budget is automatically passed–often with an increase that is commensurate with inflation. The scam here is that politicians campaign using “cuts” that are hidden within the noise of the baseline. In order to truly change the American financial crisis, we need to eliminate the current services baseline and move to a zero baseline.
