Early in 2015, the Deputy Secretary of Defense, Bob Work, discussed his “third offset strategy”. An offset strategy if a means seeks to deliberately change an unattractive competition to one more advantageous for the implementer by leveraging some asymmetric advantage in order to compensate for another (military) advantage, rather than try to beat an adversary dollar for dollar, technology for technology.
It will be the people who can pick and choose and put technologies together in an innovative operation concept that will give us an advantage. We, the United States, are not going to be able to pick out one specific strategy that will be good for all potential adversaries and all potential capabilities. We must be much more innovative and agile.
There is no silver bullet solution, so we must use war-gaming and operational concept development and discussions with our allies and discussions with our commercial partners to try to figure out our way through this.
